Bainville Council Discusses Nuisances, Ordinance Language Pending

The Bainville Town Council held their regular meeting Monday, Nov. 9. The meeting was made accessible via GoToMeeting.

Mayor Dennis Portra, council members Chuck Hyatt, Ron Butikofer and Travis Wills were in attendance, along with town clerk Nikki Rogers and attorney Greg Hennessy.

Minutes were approved for the Oct. 12 and 19 meetings. Amended minutes were approved for an August 10 meeting.

No public comment was offered.

Public works director Lyle Lambert reported that scheduled work for the season is nearly completed.

During the court report, Rogers said that the jury trial planned for November has been rescheduled. No new citations were reported.

Dog ordinance language was discussed. The council is waiting on feedback from Roosevelt County Attorney Austin Knudsen.

The Local Emergency Planning Committee members reported that the Nov. 10 meeting has been canceled.

The council discussed follow-up strategies for dealing with town residents who are out of compliance with nuisance ordinances. Hennessy said the ordinance language hasn’t changed in over 100 years. The council determined that the list remains to be completed. A motion was passed authorizing the town to move forward with enforcement based on the existing list.

Among new business agenda items discussed by the council, Rogers put forward a quote for IT management with First Call Solutions out of Missoula. Another quote and more information about CARES Act reimbursement were requested by the council.

Claims and checks dated Nov. 9 were approved by the council, as were JV and UB vouchers and payroll slips. Delinquents accounts were reviewed and discussion was held about shutoff policy during winter months. Accounts are currently not shut off during winter months.
