The Bainville Town Council held their regular meeting Wednesday, July 21. The meeting was called to order at 7:30 p.m. The council officially announced the resignation of member Travis Wills, who said his departure was for personal reasons. The vacancy took effect July 1. Scott Ross expressed interest in filling the seat until the upcoming election. Mayor Dennis Portra stressed that any other community members interested in filling the council vacancy should call the town office at 406-769-2621.

The agenda was approved and minutes were passed for the June meetings. Public comments offered via Facebook included Bainville School alumni who complained that a recent return trip to the area was spoiled by unattractive yards, dilapidated fencing and other unsightly issues. During public works, it was reported that storm and sewer drainage issues at Evans and Rhea have been completed. Public works director Lyle Lambert attended at lagoon training. He discussed cybersecurity issues briefly and said that fencing may be possible at the lagoon site.

Two citations were mentioned in the court report. The charges included tampering with electronic evidence and assault. The chicken ordinance is in effect. According to the recently adopted language, roosters are not allowed within town limits. Town residents continue to report the presence of at least one rooster in the area.

A second public hearing was held for the amended 2022 budget plan. It passed unanimously.

A request was made by a member of the public to light unused fireworks in August pending any burn bans and/ or elevated fire risks. The council thanked the applicant for making the request directly but said it was unlikely that the council could approve it based on continued hot and dry forecasts for the month. The request was tabled for further information.

The council discussed the 2022 budget plan and approved up to $2,000 for information technology upgrades at the town office. The council also expressed interest in looking into new email accounts for council members.

A fire danger sign was approved for purchase at a cost of approximately $2,000. The sign features five differing levels of fire risk.

Claims and vouchers were approved by the council.

The next council meeting is set for Aug. 9 at 7:30 p.m.
