Bainville Thanks Portra Butikofer For Service
The Bainville Town Council held its regular meeting Monday, Dec. 13. Following the approval of the agenda and November minutes, public works director Lyle Lambert said that the water and sewer issues have been addressed and flows are stabilizing.
Clerk Nikki Rogers presented a plaque to outgoing mayor Dennis Portra for service to the Town of Bainville from 2001-2021. She also present council member Ron Butikofer with a certificate of appreciation for service to the town from 2018-2021.
During the Roosevelt County Sheriff’s Office report, deputy Tim Lingle said there have been 219 calls for service over the past three months. He said the force was down to 11 sworn deputies, following budget issues. Mayor Dennis Portra asked for increased presence before school and after school. Lingle added that deputy Michael Ellerton has received a cancer diagnosis and is seeking treatment. Council members expressed their concern. The council approved fireworks use on Dec. 24, Dec. 25, Dec. 31, and Jan. 1.
Attorney Greg Hennessy told the council that issues related to voting and city/county residency issues are ongoing, despite a recent Zoom meeting with Roosevelt County officials.
Agreements with Allen Spencer of Dakotaland and Interstate Engineering were tabled for further consideration by the incoming council.
The treasurer’s report was approved, including claims and checks dated Dec. 13, as well as JV, UB vouchers and payroll slips. Delinquent accounts were reviewed and there was discussion on possible projects for ARPA funding.
The next council meeting is set for Jan. 10 at 7 p.m. A swearing-in ceremony for new council members will be held Jan. 3.
