Froid Town Council Appoints Young To Fill Vacancy

Froid Mayor Sherri Crain called the regular meeting of the Froud Town Council to order at 6:31 p.m. Tuesday, Dec. 14. All council members were in attendance.

Crain reported public works director Odean Kilsdonk has been winterizing equipment and moving snow.

During the Roosevelt County Sheriff’s Office report, councilman Gale Strandlund inquired about the patrolling frequency since budget- related department downsizing. Crain reported that patrolling at night and building checks seemed to pick up shortly after the downsizing, but that it is rare to see anyone patrolling during the day.

The town received an estimate for replacing five curb stops. A proposal has been drawn up to request funds from Roosevelt County American Rescue Plan Act funds for the project. An estimate has also been requested to replace two more manholes, since the town has two manhole structures left from the wastewater project. Once the estimate is received, the project will also be submitted to the county for possible ARPA matching funding.

The council looked over delinquent accounts. There were no building permits to present. Council reviewed claims from November and December and approved the clerk to remit payment on all.

Clerk LeAnn Johnson read minutes from the Oct. 11 meeting as well as the Nov. 8 meeting. Both were approved.

Crain explained that Russell Corbell has moved out of Froid, leaving a vacancy on the town council beginning in January 2022. She then recommended the appointment of Laurie Young to fill the vacancy. Penny Ryder was in attendance and said she was also interested in filling the vacancy. After discussion, Gregg Labatte made a motion to approve the appointment of Young. Gale Strandlund seconded the motion, which carried unanimously.

Councilman Strandlund swore in Crain, who will begin her next term as mayor in January. Crain then swore in councilman Tyler Harris, who will begin his first term in January.

Crain presented a special thank you to Dan Mogen and Dan Kjelshus who served on the council for 13 and 12 years respectively.

Crain reported the town will begin advertising for a new public works director beginning in January since Odean plans to retire in May.

The next regular council meeting will be Jan 10.
