TEB Approves Requests During Full Board Meeting
The Fort Peck Tribal Executive Board held its full board meeting on Monday, March 24.
A motion was approved to pay the Kaplan early learning company bill for FY 24, in the amount of $1,786.93. A motion was also approved to have the Benefits Program back under the Human Resources.
The board approved the FY2025 Amendment #1 RFA for the Fort Peck Tribes IRR/ TTP Program in the amount of $1,021,515.51.
The board approved and recognized the vetted, community members to serve the Poplar Community Organizations in their elected positions and to carry out duties supported in their constitution and bylaws.
An offer from the Kenneth & Barbara Link Estate of $25 per rod for the Norval Electric easement was approved. It will provide electricity to the Tribes’ main processing plant with the option to purchase.
The board voted to suspend the authority of the commissioners in regards to administrative/employee related actions and adhere to the 3A agreements approved at the special full board meeting on 3/14/2025 overseeing Fort Peck Housing. They also authorized Jason Adams ACE Housing and Development, LLC, to provide technical assistance for the upcoming 3A amendment.
The board authorized the Fort Peck Tribes Water Resource Office request for the reclassification of the Water Resources assistant position and authorized the application request for the Fort Peck Water Users Association and the Water Resources Office request to apply for the FY26 Congressionally Directed Spending proposals for the Fort Peck Irrigation Project Pumping Plants Upgrade.
The families of Richard Brien, Myrna Charbonneau and JoEllen Grandchamp were approved for $500 each, for their years of work for the Fort Peck Tribes.
The board approved the amended organizational chart for the Tribal Sponsorship Health Insurance Program creating two positions for the policy/financial analyst position.
The TSHIP directors recommendation to promote Whitney Porras to the policy/ financial analyst position at the Grade 13, Step 1 of $29.22/ hr. or $60,777.60 annually was approved.
The application to the state of Montana Department of Public Health and Human Services to receive the amount of $95,916 and the additional funds will be in the amount of $65,000 from the aforementioned department with additional funds in the award amount will be $160,916. The project will run through Sept. 30. The HPDP program will utilize the additional funding to hire one parent educator. This position is graded at a 9, step 4 on the salary scale.
The board authorized the Fort Peck Tribes to support the Tribal Health Improvement Program Step Two Implementation, with comments accepted through March 21. The also approved support for the 1915 C Severe and Disabling Mental Illness (SDMI) Waiver Renewal Heightened Scrutiny Evidentiary Packet and State Plans Comments.
The tribal operations officer was approved to disburse payment to Sonosky & Chambers for the above-described legal services rendered for the month of January. The tribal operations officer was also approved to disburse payment to the law office of Cher Old Elk for the above-described legal services rendered for the month of February in the amount of $20,215.
The Tribal Enrollment Department was approved to transfer $21,996.60 from the Percap account to the Independence Bank Minor Savings Account.
The board voted to approve entering into a professional services contract modification with Interstate Alarm in the amount of $21,890, with an annual fee of $876 and a monitoring fee of $73 monthly, to be paid out of third party billing funds, effective immediately. The board authorized Nygard Farms to use the HPDP/THIP vans 17 and 18. They also approved Brockton School to use the HPDP van from April 7-13.
The human resources director’s request to eliminate the positions of human resources manager, benefits manager and human resources specialists assistant was approved per HR director’s recommendation.
A motion was approved to accept the Yellow Kidney settlement agreement, as was a motion to support Dave Matthison’s March against Violence with the donation of a buffalo.
