Bainville Council Approves Storage Sheds

The Bainville Town Council held its regular meeting Sept. 9. The meeting was called to order at 7 p.m. Mayor Toby Romo was present, as were Carol Rasmussen, Will Rathbun and John Gilligan by telephone. Also present was Billie Jo Cochran. Guests included Cora Norton, Darrell Rasmussen and Diane Panasuk.

There were no public comments or formal complaints on items not on agenda.

The public works/fire chief report included an update on the water project, including a notice of award and contract amendment from Interstate Engineering, which was signed by Romo.

The Cemetery Advisory Committee held a second reading and public hearing of Ordinance 6.02.030, amending the cemetery plot rates. The reading produced three “ayes” and zero “nays.”

A building permit was approved for Lisa Sullivan to build two storage sheds in her back yard.

Mary Rathbun’s resignation from the role of utility billing clerk was accepted.

Applicants were reviewed for the utility billing clerk position. The council and Romo reviewed Matthew Giese’s job application and resume and approved him for hire.

The mayor’s report included approval of the annual financial report from Chet McLean.

During discussion of the 20242025 annual budget, Samantha Mahlen and clerk Cochran said they would be meeting in September to complete the budget.

Water loss was reported at 414,102 gallons, or 23 percent, in August of 2024.

The regular meeting minutes dated Aug. 12 were approved, as were the treasurers report, cash balance report, bank reconciliation report, YTD expense vs budget, YTD revenue vs budget, bank statements for August 2024, utility billing receipts for August 2024, delinquent accounts and claims and JVs in the amount of $26,384.15. Payroll was approved in the amount of $9,675.13. The meeting adjourned at 7:54 p.m.

The next regular meeting will be held on Tuesday, Oct. 15, at 7 p.m. at Bainville Town Hall.
