TEB Approves Head Start Contracting, Cross Deputization
The Fort Peck Tribal Executive Board held its regular meeting Monday, Dec. 9. The board approved the Integration of Indigenous Knowledge for the Fort Peck Tribes Head Start Pre-K Program and approved Head Start to accept the LSC change order proposal in the amount of $764,609.70 for a total contract amount of $1,562,010.50 for both the Wolf Point and Poplar Head Start facilities. Head Start was also approved to accept the Heartland Mechanical Heating and Cooling Proposal in the amount of $731,815 for the Wolf Point Head Start facility HVAC and $754,269 for the Poplar Head Start facility HVAC.
Head Start was also approved to accept the W5 Services LLC proposal in the amount of $317,475.00 for the Wolf Point Head Start Facility plumbing and $347,500.00 for the Poplar head start facility plumbing and to accept the Hi-Tech Electric Inc. proposal in the amount of $826,400 for the Poplar head start facility electrical, as well as the Sand and Electric proposal in the amount of $814,600 for the Wolf Point head start facility electrical The ARPA Program’s request to hire Michael Clark as a seasonal construction laborer was approved until all ARPA projects are complete and funding availability ends at 21.56 an hour, Step 9, Grade 1. Rusty Boxer was approved to contact Majel Russlle to help with separation for IIR/ TTP.
The Climate Steering Committee was approved to apply for up to $150,000 from the “Mountains and Palins Environmental Justice Grant” for the purpose of community assessment and engagement activities.
A request from the BIA was approved for the proposed carry-over budget of $368,657 to be carried over in the FY 2025 for the Natural Resources Program, The board accepted a bid from LSC, Inc., and approved sending the Notice of Award for the Poplar Provider Housing Project in the amount of $948,698.14. Tribal Health ARPA funds will pay for LSC, Inc.
The board authorized the following Tribal Health Transportation employee’s authorization to obtain credit cards with a $2,000 limit from Independence Bank: Ben Azure, Gerred Red Eagle, Anthony Roberts and Adam Track.
The board approved the addition and classification of the behavioral health development director position, under the supervision of HPDP.
Dana Buckles and Stacey Summers were approved as representatives on the Red Shield 8 Nations Inc. Board.
The FY 2024 carryover funds for the Branch of Corrections was approved in the amount of $4,876,055.02 and $470,092.62.
Angela Ricker was granted tribal arrest authority under the Reciprocal Cross Deputization agreement.
The board approved installation of lighting at the Poplar football Field in the amount of $94,000 and to have Sheridan Electric complete the work.
Imani Bighorn was approved as the human resource manager until the position is filled.
Holly Denny was approved for promotion from the Clerk of Court Position to the assistant prosecutor position for courts at Grade 11, Step 2 at $22.45 an hour or $46,696 upon completion of the tribal bar exam. Justiss Toavs was approved to be permanently appointed to the position of Assistant Prosecutor of Courts to reflect a grade 11, step 1 at $21.36 or $44,428.80 upon completion of the tribal bar exam.
The board authorized a new five year term ICWA P.L. 93-638 contract to provide Indian Child Welfare Services for the Fort Peck Indian Reservation utilizing the current Statement of Work, with an estimated FY 2025 funding amount $95,733.
The next full board meeting is set for Dec. 23.
