TEB Approves Budgets, ARPA Projects

The Fort Peck Tribal Executive Board held its full board meeting in Poplar Monday, Jan. 13.

During the meeting, the board approved the remaining sum of $80,000 in ARPA finances for eventual completion of 2025 physical recreation project design and development activity in the aforementioned area, with the inclusion of the sum of $80,000 into the existing Tribal Master Services Agreement contract with Interstate Engineering for eventual completion of development activity.

The contract with Main Street Grocery to order food in bulk for that Food Bank was approved, as was the services agreement with BP Construction to remove the Brockton Playground for $9,500. The board approved a contract with Bishop, Inc. in the amount of $1,521,855.90.

The deobligation of the remaining 12/30/24 ARPA - Revenue Loss balance was approved to fund $15,595 for repairs/renovations of Tribal Rental Units, the Frazer Community Center Project, the Norman Hollow Roof Projects and related administration costs.

Wilfred Lambert and Ian Drum were removed as DES deputies and Jacob Berger and Geral Flores were appointed as DES deputies.

The board authorized Fort Peck Tribal Corrections to submit a proposal for the BJA Improving Adult and Youth Crisis Stabilization and Community Reentry Program funding and documents related to the application and submission of the BJA FY 2025 Improving Adult and Youth Crisis Stabilization and Community Reentry Program application and any reciprocal “Offer of Grant/Financial Assistance Award, which may be tendered by the U.S. Department of Justice, Bureau of Justice Assistance.

The Economic Development Office was approved to apply for and administer USDA Rural Business Development Grant funding and any reciprocal “Offer of Grant/Financial Assistance Award” which may be tendered by the U.S. Department of Agriculture Rural Business Development Grant.

Dana Buckles was approved to be Health and Human Services STAC representative for the Rocky Mountain Region.

A request was approved to pay a FY24 invoice in the amount of $834.05 to the Visa card for the Helena Montana Training and IT1 Source in the amount of $7,222.48.

The proposed project and budget requesting $17,369 was approved for noxious weed control. The purchase of the Wells Fargo Property for the offered amount of $100,000 was approved with funds coming out of land buy back.

The Education Affiliation Agreement between Western Governors University/Leavitt School of Health and the Fort Peck Tribes was approved.

The board authorized the termination of contract with Dr. Peter Treyz Dental Consultant and approved FY24 payment to Signature Anesthesia for the amount of $1,896.44.

Fort Peck Tribal Health HPDP was approved to seek position rating, classification, development and incorporation of the licensed addictions counselor supervisor and LCPC/LCSW supervisor positions within the Tribal Health Department and Health Promotion Disease Prevention Program with the goal of improving access to and quality of behavioral health services for the Assiniboine and Sioux Tribes of the Fort Peck Indian Reservation.

Fort Peck Veteran Affairs was approved to submit a proposal for VA Homeless Veterans’ Reintegration Program funding and documents related to the application and submission of the Veterans Affairs 2025 Homeless Veterans’ Reintegration Program application.

HPDP was approved to the submit a grant application for funding under HHS-2025ACF-ECD-TH-0106 and authorized the Chairman (or his designee) to endorse any reciprocal “Offer of Grant/ Financial Assistance Award” which may be tendered by the U.S. Department of Health and Human Services, Administration for Children and Families. A request to pay a FY24 June through August invoices was approved in the amount of $1,655 for Elizabeth Oh.

The board voted to rescind resolution #32-536-2024-04 and approved the employment contract of Amber Mary Terry as revenue/resource division manager.

The employment contract for Guy L. Gros as chief financial officer was approved.

The board approved the employment contract for Heather Law as certified medical coder.

Fort Peck Tribal Service Unit Director Dennis Four Bear was approved to proceed with a long-term care proposal utilizing IHS Carry- Over/Third-Party Billing funds and pursue long term care Joint Venture Construction Program.

The Tribal Operations Office was approved to disburse payment to The Law Office of Cher Old Elk for general legal services in the amount of $27,039.28 for December.
